Set time zone for DPA monitored server as a setting per server not global to install.

Currently in DPA the graphs all show the time based on the time of the application server. This can be changed in the system.properties file. See this article.

This is a global setting. If in DPA I am monitoring servers in different time zones it would be nice to be able to set the time zone of each monitored server.
