Allow semi-colon as well to separate recipients in Alerting

Currently, NPM only allows for recipients in Advanced Alerts to be separated by a comma. If you insert a semicolon you are not given an error; the only way you will know that the alert doesn't work correctly is that one day the alert will fire, but no one after the semicolon will receive the alert. It would bring more harmony to the universe if recipient separation followed the same rules that apply for most e-mail clients -- namely, that both comma and semi-colon may be used to separate recipients.
