DataOwner: Enable DOs to create permission difference and scan comparison for their resources/folders in web client

This FR is about that DataOwners can create their own permission difference and scan comparison report for their resources in the web client.

This has the advantage that they can see the historical development of the access rights on their folders and have the chance to get a quick overview of the rights development.
