Enable PowerShell scripts to be used by Patch Manager agents

Upvoted, BUT something to consider: the Orion agent service runs as local system, whereas WMI monitoring accounts will only have local administrator. (Anyone who has made the effort to delegate granular permissions for WMI monitoring will have less privileges than administrator, and deserves kudos.) It's a subtle difference, but does deserve noting that the system would have a slightly higher risk of being compromised by a malicious script. I'm not voting against, this is just food for thought.
