Can Solarwinds TFTP Server 'put' a file to Cisco device?

I am trying to update the firmware of a Cisco device before it is sent to the field using my Windows PC and Solarwinds TFTP Server.  My corporate IT department is blocking the tftp port with our PC firewall which would allow the Cisco device to establish a tftp connection to 'get' the file.  Is there a command line interface or something with Solarwinds TFTP Server that would allow me to push the file from my PC to the Cisco device, in the hopes that this flow of traffic would be allowed by the firewall?
