Possible to modify timezone/timestamps

Hello, I've been trying to modify the timestamp that is sent along with the log message and haven't been able to figure out how this information is gathered by the event log forwarder, or if it just uses the Windows system time no matter what.  Essentially I just want it to send with a different timezone than what the system clock is set to.  I've looked through the configuration file, and haven't been able to find any way to modify this.

I've changed my system timezone and restarted the solarwinds service, and it still seems to send with the same timezone until restarting the pc, then it will send logs with the new timezone that it is set to.  I'm wondering if anyone has found a place where these settings can be modified within the solarwinds forwarder, or knows if this is possible at all.
