Fix Solarwinds if it has been Offline for a Day or so

The following info is already on Thwack - it is just spread around a bit.  I thought it useful to put this into into a single location with less corrections.  If you have anything to add to this, please let me know.

When Solarwinds has been disconnected from the world, it can get cranky.  You can see things like:

  1. Nodes who's "next poll time" is in the past
  2. Agents-based nodes who's node status is all over the place ie randomly up and down
  3. Lots of red, stop, errors in the Windows Event log that indicate crashes (eg "DCOM was unable to communicate with the computerStorage quota exceeded for MSMQ queue ")

Turn Off Solarwinds

Login to the Solarwinds app server desktiop and turn off Solarwinds services. This is easiest from Orion Service Manager.  You can get away with only shutting down Job Engine and Collector Service and Message Queuing, ore press [Shutdown Everything] an then select Message Queuing and press [Stop].
