Maps with HTML Links

As the admin of a network, I have a global map with links to maps (network summaries) all over the world. On these network summary maps, I would like to include links to external web pages which include more detailed info, user info, etc.
I know I can do this within Custom Views, but as I understand it, I then have to setup users, and assign them to this custom view. Is there a way to make it universal, so no matter who logs in, or which map they want to view from the globe, these links show up?
So, if I (as the admin) login, I am presented with my globe map, and if I click on my Germany network summary map, I see the links, or if I click the Africa network summary map, I see links relative to the Africa network?

You might be looking too deeply at this.
Right click on your map and choose to "add object".
Right click on your new object, choose edit hyperlink.
Choose to manually set hyperlink to the object.
Put in your hyperlink and hit OK.
Save the changes and now you have your hyperlink.
I'm using this method to link all my customer maps to their knowledgebase articles and it works perfectly.
