Cound not find the correct user who changed the configuration

I have sevral Juniper Routers, & SSG Firewall also of Juniper. I want to managed that at certain site which person had changed the configuration plus with its Logging user & time. I cant find the tag where i can set on this option. Or does Juniper SSG Firewall supports, Orion Network Configuration Manager?????
