Add detail to documentation about the Availability toggle only appearing if the user is a member of a queue

I recently discovered that if a user is not a member of a queue, the Availability toggle does not appear.

Working as designed is good, but this detail should be documented where the use of Availability is explained so that there is an explanation for any observed inconsistencies between agents.

Thank you for posting this -- I was losing my mind trying to figure out why the Available status/toggle was not showing for one specific user. More emphasis on this in the documentation or platform/settings would be appreciated.
