This is a replacement report for the Out-of-the-Box report of the same name, written purely in SWQL in the hopes that this would render faster for large ecosystems.
There is only a slight uptick in rendering this report on my system (about 9%), but I only have about ~130K records in the Orion.ResponseTime entity.
In the event that you have a significantly larger infrastructure you may want to add additional filters beyond the ones I have in the SWQL Query (like Availability is not 100% or Availability is less than XX%), but that's why I have so many comments in the SWQL.
