Alcatel Nokia Node Details Poller

This poller was created for & tested against several Nokia / Alcatel Nodes in the 7705 SAR and 7210 SASx lines, and some 7750 SR's running a few different versions of code, under NPM 2020.2.5. It may work for other models, though unknown on results.  Newly introduced SAR-Hm is supported as well.

Note: Much of the MIB information still resides under the Alcatel tree despite Nokia acquiring them, and therefore that is referenced in the name and icon/symbol.
