Although IPSLA Manager configures ICMP Echo operations using SNMP (which is described in the AdminGuide mentioned in the thread on the link), you can configure the operation in the console using the commands described in: Configuring ICMP Echo Operations  [Networking Software (IOS & NX-OS)] - Cisco Systems
